A. What is OPCURR

OPCURR is the Skills Marketplace that brings visibility and trust to digital work by defining professional compatibilities and securing mutual commitments between innovative startups and digital experts.
The users of OPCURR Marketplace are:

  • Experts(EXP): Skilled persons, individual or professionals, as long as they are not prohibited from having an extra activity out of their ongoing professional agreement. They are allowed to create profiles, advertise their confirmed skills, submit quotes, negotiate with Clients, communicate with other Expert(EXP), obtain project awards, invoices, feedback from Users, rate Project Owners(PO) and receive payment.
  • Project Owners(PO): Service requesters, seeking skilled Experts(EXP) to accomplish specific tasks in their projects. They can create profiles, post projects, be matched with compatible Experts(EXP), communicate with Experts(EXP) and other Project Owners(PO), award projects to Experts(EXP), manage projects, leave feedback for Experts(EXP) as per their performance and make secured payments.
  • Back office(BO): OPCURR website administration team.

B. General operation of OPCURR

OPCURR is a Digital Platform connecting Project Owners(PO) with compatible Experts(EXP) who commit themselves to the good implementation of the contracted assignment. The operation of the platform can be summarized as follows:

  1. Users who are looking for Experts(EXP) on the OPCURR platform to accomplish specific tasks in their projects must apply for registration as Project Owners(PO)
  2. Users who are interested in offering their services to Project Owners(PO) on the OPCURR platform must apply for registration as Experts(EXP).
  3. OPCURR Back Office team assesses the applications of Project Owners(BO) and Experts(EXP), once validated, sends to the users’ information to connect. → OPCURR reserves the right to refuse applications with scope of qualification (training, past experience, level of expertise, etc.) or action does not fall within the scope of specialization of OPCURR Digital Marketplace.
  4. Upon registration, Experts(EXP) enter their confirmed skills, availability and the category of services they are willing to provide. OPCURR Algorithm integrate those elements to match them with the most compatible profiles or projects.
  5. Project Owners(PO) shall publish a post clarifying the scope of work of the project and the skills required to accomplish its tasks.
  6. Experts(EXP) once officially registered, shall apply for Project Owners(PO) offers on the platform.
  7. The types of services that are traded on the platform will be illustrative:
    → Services related to “Engineering Technology” such as Software Programming, Debugging, R&D, Web Development, IT Infrastructure, Network Security, Troubleshooting, Graphic Design, Growth Hacking, Technical Support, CRM Integration and all related training.
    → Services related to “Digital Communication” such as Content Management, Community Engagement, E- marketing Campaigns, Customer Care, User On-boarding, Copy Typing, Translation, Communication Strategy, Leads Generation and all related training.
    → Services related to “Growth Strategy” such as Business Plan, Business Development Accompaniment, Corporate Budgeting Advisory, Administration, Resource Audit, Reporting, Fundraising Feasibility for small and medium businesses and all related training.
  8. The Experts(EXP) can click on “Find A Project” to have access to the most suitable projects posted by OPCURR Project Owners(PO), then comes into contact with Project Owners(PO) to exchange questions about the content of the service to be offered.
  9. Experts(EXP) implement the service for which they will be paid and organize themselves directly and freely with the Project Owner(PO) during this phase.
  10. Once the service has been completed, the payment is transferred to Experts(EXP) by OPCURR. For special cases, please refer to the "Regulations" chapter of the services.
  11. OPCURR evaluation system is then activated. The average ratings assigned to Experts(EXP) and their services are displayed on the OPCURR platform. Only Project Owners(PO) who have received a service can evaluate related Experts(EXP).

C. Principles and philosophy of action on OPCURR

In general, the Experts(EXP) and Project Owners(PO) commit themselves to abide by the ethical principles and the philosophy of OPCURR Digital Marketplace which can be summarized below:

  • Collaborative spirit.
  • Customized solutions and services for Project Owners(PO).
  • Reliability of information and security for Users.
  • Attractiveness and transparency of prices.

D. OPCURR Commitments

OPCURR will offer the following support to platform users:

  • Allowing the platform to be accessible at all times.
  • Publication and promotion of job offers posted by Project Owners(PO) and transmission of information requested by interested Experts(EXP).
  • Advice Experts(EXP) in improving their profile and overall quality of their offers.
  • Management and security of payments and exchanges between Experts(EXP) and Project Owners(PO).
  • Technical support related to the platform.
  • Escrow arrangement in case of dispute between Project Owners(PO) and an Experts(EXP) in relation to the initially defined scope of work.

E. What is expected from Experts(EXP)

It is understood that Experts(EXP) has had the opportunity to access this platform by approving the present Charter of Use and being aware of the characteristics that define it.
Any evolution of the functionalities should be communicated to Experts(EXP) before its application. Experts(EXP) wishing to offer services on the OPCURR platform agree to follow the following rules and commitments before providing their services.
The OPCURR Back Office (BO) reserves the right to suspend or terminate an Expert account at any time if any of the below breaches are identified:

  • Does not communicate the correct information about the profile (identity, work experience, location ... etc.).
  • Does not contact Project Owners(PO) directly to offer them services directly out of OPCURR platform.
  • Is not in compliance with all the tax or administrative obligations of the country of completion of the service.
  • Does not have the skills and level of expertise required to perform for the project you have applied for.
  • Subcontracts services to a third party (natural or legal person).
  • Does not receive any other remuneration than that due by Project Owners(PO), whether it is formal or informal and of any nature whatsoever, from a third party for the implementation of the proposed service.
  • Improper use of sensitive client documents.

F. Criteria for Assessing an Experts(EXP)

An assessment process is put in place once the service is delivered. Only Project Owners(PO) who have received a service will be able to post their ratings and comments. OPCURR reserves the right to publish or not certain comments that will be deemed inappropriate. The assessment criteria will be objective and will test the Experts(EXP) level of knowledge in their professional field.
The assessment criteria that will be sent to Project Owners(PO) is as follows:

  • Quality of skills.
  • Quality of communication.
  • Availability and punctuality.
  • The Value for price.
  • Result of the service rendered.
  • Quality of advice.
  • Professional commitment.

OPCURR will recognize and award Experts(EXP) who score the best ratings and suspend or even write off the Experts(EXP) who cumulate several insufficient assessments.


G. Compensation Regulations and Principles

  1. Definition of service prices:
  2. Project Owners(PO) freely define the budgets of their projects, in Moroccan Dirham. The rates displayed by Project Owners(PO) are considered to be inclusive of taxes. When ordering, the Project Owner(PO) pays the full amount for the service. The payment solution proposed by OPCURR makes it possible to hold the amounts paid by each Project Owner(PO) separately to a specific account (e-wallet). The sum thus blocked will be released in favor of the relevant Expert(EXP) as the completion of the service or milestone and according to the terms of release provided.

  3. OPCURR Commission:
  4. The amount due to the Expert(EXP) will correspond to the amount displayed on the job offer as defined by the Project Owner(PO), from which will be deducted the commission charged by OPCURR. As of 20 th August 2016, the amount of the commission charged by OPCURR is 10%. This amount can be reviewed once a year.

  5. Terms of payment of Experts(EXP) remuneration:
  6. For one-off services, that is to say over a finite period of time known in advance (example: translation of defined pages), the payment to the Expert(EXP) will be made in one installment at the end of the service. For services that are spread over several milestones (example: e-marketing campaign management) the payment to the Expert will be made at each milestone as predefined by the project timeline in the service provision contract. In general, the process of validation of the completion of a service is carried out once the Expert(EXP) notifies OPCURR by official email that the service has been completed, then OPCURR Back Office(BO) sends e-mail to the Project Owner(PO) requesting the confirmation of the accomplishment of agreed tasks by the Experts(EXP).

    • If the Project Owner(PO) confirms the service delivery, then the payment is released to the Expert(EXP) within 48 hours (business days) by OPCURR.
    • If the Project Owner(PO) refuses to confirm the service delivery, an investigation is conducted by OPCURR. It will be up to the Project Owner(PO) to prove that the service did not take place. In the absence of a response from the Project Owner(PO) within 5 days after sending the confirmation request email, the service will be considered complete. The payment is released to the Expert(EXP) within 48 hours (business days) by OPCURR.
    • If it is proven that the service has not taken place, the Project Owner(PO) will be fully refunded the amount of the service (one-off services) or partially (services over several milestone).
    • In case of dispute by the Project Owner(PO) or dispute over the performance of the service, the Project Owner(PO) will have to prove that the service has not been carried out or completed. So OPCURR can intervene as an arbitrator impartially.

      The transfers made by the payment solution proposed by OPCURR are issued from Morocco. It is appropriate for the Expert(EXP) to inquire about the amount of fees applied by their bank for receiving these transfers. OPCURR cannot be held responsible for the application of these fees and therefore will not make any refund.

  7. Invoices:
  8. OPCURR systematically sends a payment receipt to the Project Owner(PO) who orders a service and detailed invoice once the payment is send to the Experts(EXP).

    OPCURR provides the Expert with an invoice corresponding to the amount of commission deducted.


H. Principles of reciprocal collaboration

OPCURR may request the Expert(EXP) to provide useful information to enrich the content of their profiles with the ultimate goal of attracting traffic to the site.

In addition, OPCURR is at the disposal of Experts(EXP) who want advice to enhance their value or improve the quality of their offer. These tips are part of the platform's collaborative spirit.
